No. 4 of the Secretary of the Treasury on the State of the Finances; also An Estimate of Appropriations for 1838. - December 5 1837 was delivered to the House of Representatives Read and laid upon the table on December 6 1837. The report was "signed" by Levi Woodbury the Secretary of the Treasury and was delivered to James K. Polk then Speaker of the House of Representatives. The purpose of the report was to document the current state of finances of the United States and to project what was believed to be the appropriations that would be required for the forthcoming year.</p><p>The booklet which measures approximately 6 ½ x 9 ½ inches contains 76 pages. The first 18 pages contain the textual matter of the report with the remaining pages containing tabulated data to support the report's conclusions. The cover of the report if there ever was one is missing. The pages are lightly tanned with foxing but the text and tables are easily read.Many pages of the report are unopened. Very good. - A richly hued 4-1/2 inch high oval woodburytype portrait of Leon Gambetta mounted onto 11-1/4 inch high by 8-1/2 inch wide stiff cream stock. A light gray printed decorative frame highlights the image. The subject's name is printed in the same light gray centered within the lower half of the sheet. "Lock and Whitfield" and "Woodbury Process" are printed at left and right along the lower edge. There is a light vertical crease in the mat and a tiny stain to it's right edge. Very good. <p>The French statesman Leon Gambetta 1838-1882 was admitted to the bar in 1859 and the Conference Mole in 1861. In 1868 Gambetta was selected to defend the journalist Delescluze who was being prosecuted for promoting the erection of a monument to Baudin who'd been killed resisting the 1851 coup d'etat. Gambetta used the occasion to both attack the coup d'etat and the government. He was elected to the assembly by both a district in Paris and one in Marseille. Initially opposing the war with Prussia he gradually came to accept the patriotic line and called for strong measures following the disaster at Sedan. It was he who proclaimed the deposition of the emperor at the corps legislatif and the establishment of a republic at the Hotel de Ville. As one of the first members of the new Government of National defense he became Minister of the Interior. When the delegation to organize resistance in the provinces failed Gambetta set off in the "Armand-Barbes" a coal gas-filled balloon to take control as minister of the interior and of war in Tours. With his assistant secretary of war and the young officer of engineers Freycinet Gambetta organized an army which might have successfully relieved Paris if Metz had not fallen. He later faded from politics after his republican party was defeated by the conservatives and monarchists.<p>Both a printing process and the print which it produces Woodburytype was invented and patented by Walter B. Woodbury in 1864. A photomechanical process Woodbury type prints are made from exposing a dichromate-sensitized sheet of gelatin to UV light shining through a photographic negative. Each area of the gelatin hardens to a depth in proportion to the amount of exposure to the light before it is then soaked in warm water. The relief image is then pressed onto a sheet of lead to create an intaglio metal printing plate. Lock and Whitfield, circa [1875]. unknown

189698132New York: E.C. Meinecke & Co. February 22nd 1896. 1896. Good. - An original 11 inch high by 7-1/2 inch wide gravure by E.C. Meinecke & Co. of New York on 15 inch high by 12 inch wide buff stock. The sienna toned image is a caricature of Chauncey Depew seated on a dock at Peekskill Landing fishing pole in hand and a string of fish at his side. Shaded by a Chinese straw hat with his feet dangling from the dock Depew is attired in a white button down shirt and capri-like pants. The menu's title "Lotos Club To Our Chauncey." is illustrated with the image of Depew's mansion and a banner of a winged locomotive pulling a train above. Depew's fishing pole with its line dipping into the lily pad pond at bottom left diagonally crosses the menu's selection while a train exiting a tunnel is depicted at bottom right. The menu engraved along the bottom left quarter of the image includes such offerings as Blue Points Chicken consomme a la Royal Timbales a la Depew Kennebec Salmon Asparagus a la Peekskill etc. The artist's name is engraved at the bottom right of the image. We can only make out the artist's initials "G.S." due to damage to a portion of the name. The gravure is boldly signed "Chauncey M. Depew" in pencil across the top. Mounted with glue from the verso onto a slightly larger cardboard mat there is a tear along the right edge of the print's border with some minor chipping and three holes along the left edge. There is minor foxing with a small spot of dampstaining to the top of the right border. The top edge of the heavier mat on which the print is mounted is chipped. Good. <p>RARE. Provenance: From the estate of American impresario and Medal of Honor recipient Major James B. Pond.<p>The Lotos Club with its literary and artistic bent hosted frequent "State Dinners" for which it produced elaborate souvenir menus.<p>At this dinner held in New York on February 22 1896 Chauncey Depew delivered a speech on the occasion of Washington's and Lincoln's Birthdays: ". Lincoln attained from the log cabin of the poor white in the wilderness the same position which George Washington reached from his grand old mansion and palatial surroundings on the Potomac. Widely as they are separated these two heroes of the two great crises of our national life stand together in representing the solvent powers of the inspiring processes and the hopeful opportunities of American liberty. The one coming from the top to the Presidency and the other from the bottom to the Presidency of the United States the leadership of the people the building up of government and the reconstruction of states they grandly illustrate the fact that under our institutions there is neither place nor time for the socialists or the anarchist but there is a place and always a time notwithstanding the discouragements of origin or of youth for grit pluck ambition honesty and brains".<p>The attorney for Cornelius Vanderbilt's railroad interests and president of the New York Central Railroad System Chauncey Depew 1834-1928 served as U.S. Senator from New York from 1899 to 1911. After graduating from Yale Depew was admitted to the bar in 1858 and first practiced law in Peekskill NY. Moving to New York City Depew first became the attorney for the New York and Harlem Railroad and subsequently for the New York Central and Hudson River Railroad before he became the attorney and director of Vanderbilt's whole system. A smaller banner headline reads: "6 page Dramatic Pictures and News of Space Flight Inside Below the fold: a small article mentioning the "swarm of mysterious glowing objects" which John Glenn reportedly saw during his first orbit.
