Seine Dissertationsschrift in Philosophie über Beschreibung in der Elementarpsychologie legte der Mediziner Schultze bei Oswald Külpe vor. 1908 habilitierte sich Schultze in Psychologie mit einem "Beitrag zur Psychologie des Zeitbewusststeins". Anschließend widmete er sich der Gestaltung der Lehrerbildung; er führte eine Lehrveranstaltung mit dem Titel "Pädagogischer Anschauungsunterricht" ein in der Studierende im schulischen Unterricht ihre Beobachtungen nach spezifischen Kriterien protokollieren sollten. Nach einem 1922 erfolgten Ruf nach Königsberg Preußen baute Schultze seine Konzeption einer Pädagogischen Psychologie aus. Lehrer sollten in ihrer psychologischen Ausbildung zum kritischen und induktiven Denken angehalten werden und lernen Unterrichtssituationen empirisch zu analysieren. 1934/35 vom NS-Regime auf einen Lehrstuhl in Halle zwangsversetzt wurde Schultze 1935 auf eigenen Wunsch emeritiert; er führte zunächst seine Lehrtätigkeit in Königsberg fort erhielt aber 1939 Redeverbot.
