18490010189Sardinia. Good with no dust jacket. 1849. Ephemera. On offer is a printed decree issued by King Charles Albert of Sardinia who would shortly be forced to abdicate his throne. The document is a state decree issued by the government of the Kingdom of Sardinia under theauspices of King Charles Albert. The coat of arms and name of the king Charles Albert are prominently printed on the front page. Charles Albert ruled from 1831 until 1849. His name was given to the Albertine Statute which was essentially the first constitution of the Kingdom of Italy and remained in force for the first couple of years of the Republic of Italy. He engaged in wars with the Austro-Hungarian Empire over territory and 24 days after promulgating this decree was handed a disastrous military defeat by them. Four months later he was forced to abdicate and his son Victor Emmanualle II ascended the throne. This decree is a tax and spend bill authorizing the continued collection of taxes and payment of state bills. An excerpt follows: Le Senat et la Chambre des Deputes ont adopte nous avons ordonne et ordonnons ce qui suit: Sont etendus a tout le mois de mars de l'annee courante 1879 les facultes qui ont ete accordees par les lois du 23 decembre 1849 de percevoir lex taxes et les impots directs et indirects de toute sort de debiter les genres de priviledge du domaine suivant les tarifs en vigueur et de payer les depenses de l'Etat. Translation: The Senate and the Chamber of Deputies have adopted we have ordered and orderthe following: Are extended to the whole of March of the current year the powers which were granted by the laws of December 23 1849 to collect the taxes and direct and indirect taxes of any kind to debit the kinds of privileges of the domain according to current rates and to pay state expenses. L'authorization de payer les depenses comprend aussi celles de toute espece aux quelles on doit faire face par trimestre echu ou anticipe pendant les premiers trois mois de l'annee. Translation: The authorization to pay expenses also includes those of all kinds which we must face per quarter overdue or anticipated during the first three months of the year. The Kingdom of Sardinia was comprised of the Island of Sardinia and the northern Italian states of Savoy and the Piedmont. The state in its various forms was in existence from the late 1200s until 1861. In 1861 the Kingdom underwent a change to become the Kingdom of Italy continuing the rule of the House of Savoy. This lasted until 1946 when Italy was declared a republic. For a historian especially one interested in the history of modern Italy this is a direct connection to the turbulent times that saw the rise of revolutionaries such as Garibaldi who fought to create the modern state of Italy. The printed document measures 8.75 inches by 6.0 inches. Formed by folding a single sheet in half the decree fills 2 pages. Cette édition est illustrée d'une vignette de titre aux armes de Lyon et de six en-têtes, gravés sur cuivre, dont 5 (certains répétés), signés Bouchet. A la suite du dernier feuillet de table, il est indiqué que l'ouvrage a été commencé d'être imprimé en 1751 sous la prévôté de Pierre Dugas et qu'il a été achevé au commencement de 1753 sous la prévôté de Jean-Baptiste Flachat.

In-4° grande; pp. xxviii, 224, (4), 9 litografie e una grande carta geografica degli “Stati Sardi di terraferma” ossia il Piemonte-Savoia, su cui con tre colori diversi sono sottolineati i paesi oggetto dell’indagine in base alla presenza di: Soli gozzi, Cretinismo sporadico assai frequente, Cretinismo endemico, Massima intensità di cretinismo endemico. Legatura in mezza pelle verde con titolo e fregi in oro al dorso. Carlo Alberto sollecita nel 1845 uno studio sulla piaga del cretinismo, nominando una Commissione costituita da studiosi in medicina, chimica e geologia, che sarà persieduta dal Prof. Gallo, al fine di individuarne le cause e trovarne di conseguenza delle soluzioni. Il risultato è un’opera straordinaria per completezza e approccio scientifico assolutamente positivista, che coinvolgendo scienze quali la medicina, la sociologia, la chimica, la geografia, la geologia, indissolubilmente legate a esami autoptici su campo, delinea uno studio approfondito sul cretinismo, esponendo al contempo una metodologia di approccio. Sette capitoli arricchiti di numerose tabelle definiscono storia e letteratura del cretinismo (compresa una possibile etimologia da chrétien), la descrizione di segni e sintomi fisici, la fisiologia delle funzioni, la vita di relazione e i diversi caratteri; si propone una classificazione secondo l’intensità della malattia; si circoscrive un’area geografica dove si individua la distribuzione del fenomeno; si individuano le cause (fattori alimentari, ambientali, primo fra tutti il problema della acque potabili, ereditari, di sangue ecc.), infine cure e profilassi suggerite almeno per evitare che il fenomeno progredisca. Una riduzione del problema si ebbe conseguentemente al ridursi del grado di povertà. Nove tavole raffigurano altrettanti ritratti a figura intera di persone affette da gozzo o cretinismo. Il gozzo e il cretinismo (in sostanza due diverse manifestazioni di un mal funzionamento della tiroide, e della carenza di iodio dovuta anche a malnutrizione) erano talmente diffuse in Savoia da rappresentare una vera e propria calamità; si trattava di affezioni allora tipicamente legate al territorio montuoso alpino, in più, data la naturale posizione di passaggio tra Italia e Francia della regione, molti viaggiatori riportavano annotazioni sugli “esseri anormali” che popolavano la zona. Militante prima nel Partito Socialista Italiano poi nel Partito Sardo D'Azione e infine nel PNF e tristemente noto per la sua avversione nei confronti degli ebrei e del popolo sardo. Questa è la sua prima opera in assoluto nella quale riporta le impressioni di un suo viaggio in Sardegna della quale descrive psicologia e usanze del popolo sardo, usi e costumi, paesi visitati. Tra gli argomenti trattati: Generalità fisiopsicologiche, Ballo e canto. Numerose le curiosità e i tratti caratteriali degli abitanti delle zone del nuorese, Oristano, Ogliastra, Campidano ecc... Dedica autografa dell'autore in lingua francese con firma "Paul Orano" datata aprile 1896. In discrete condizioni ma completo. Copertina editoriale in mediocri condizioni generali con usure ai margini e parti mancanti al dorso. Piatto anteriore staccato e posteriore in parte staccato. Macchie di colla in copertina. Legatura quasi assente. All'interno le pagine si presentano in ottime condizioni con rare fioriture. Scarce first edition of 1896 of this work about Sardinia by the writer, politician and journalist Paolo Orano (1875-1945). He entered the Partito Socialista Italiano then the Partito Sardo D'Azione and then in PNF. He was well known for his avversion against jewish people and sardinian people. This is the first work he wrote in which he describes the impressions of his travel in Sardinia. He describes psychology and usages, costumes, towns visited. Different curiosities and description of people from Nuoro area, Oristano, Ogliastra, Campidano etc... Autographed dedication of the author with signature "Paul Orano" dated april 1896. In fair conditions but complete. Editorial cover in poor general conditions with wearings in the edges and missing parts in the spine. Front plate is detached and back plate is almost detached. Ink's stains in the cover. Binding is almost missing. Inside pages are in very good conditions with occasional foxings.
