Second edition, the work had been first launched in Amsterdam in 1772 before a French publisher dared to bring it on the market in France. That French publication was simultaneously with the present publication. 'Chastellux's analysis of American society was both more searching and influential. A member of the French Academy, one of the founders of the social sciences, and major general on Rochambeau's staff, he was easily the foremost intellectual in the French forces in America. In an earlier work, De la Félicité, he had sought to determine whether "society is susceptible, if not of perfection, at least amelioration," that is, of an increase in human felicity. (.....) The only possible answer was in social reform. The function of government, he posited, was to achieve "the greatest hapiness of the greatest number." Man must create through the free and enlightened use of his reason a liberal government midway between the extremes of pure democracy and pure absolutism, based upon a true understanding of economic principles (Physiocracy), which would guarantee a high standard of living, adequate leisure, and the right to private property. In this earlier work Chastellux had cited America as an example of man's ability to progress through liberty, reason, equality and agriculturism" (See at length: D. As a matter of fact there never was an English edition, but the author apparently preferred to pass it off as such to avoid problems with the authorities, since he represented the French court as an ambassador in The Hague. Anti-British work that surveys British trade and commerce in Europe and that with the American colonies and the Indies predicting that the Navigation Acts will result in revolt and independence for the British North American colonies. "Sets out the advantages and disadvantages of the Spanish War of Succession to Great Britain's commercial interests, together with the advantages to Spain of free trade in her colonies. Etienne Silhouette, to a certain extent influenced by the ideas of Fr. Quesnay, was controleur-général des finances in 1759. This was one of the books profiting from this curiosity. It emphasized the phenomenal growth and prosperity of the colonies. 'This is the first extensive French text on the British North American colonies and was occasioned by the heightened tensions preceding the Seven Years War. It gives accounts of the geography, history, religion, government, economics, trade, and products of the several colonies' (Echeverria & Wilkie). According to INED this work was also attributed to Véron de Forbonnais.

A detailed exposition and statistical comparison of the imports and exports of Great Britain and the United States, from 1700 to 1783. With each edition, Sheffield substantially revised and enlarged the text. Written in opposition to the bill introduced by Pitt in 1783, proposing to relax the navigation laws in favour of the States, the work was influential in determining the abandonment of the motion. Sheffield points up the weak position of America and continually stresses the growing commercial importance and potential of the West Indies and Canada (especially Newfoundland and Nova Scotia, particularly with regard to fisheries, lumber, and ship-building). Howes writes that the work was very influential in shaping England's trade policy from 1783 to 1789, so detrimental to American commerce and shipping interests as to contribute greatly to the formation of a Federal union, better able, than were the separate federated states, to retaliate against British maritime might.The tables provide extensive statistical information, giving a comparative export and import survey of the trade between the United States and other countries. The tables have been bound in a bit of a disorder: tables 12-15 are bound before the "Contents of Tables", the tables start with number 16, followed by the numbers 1-11, but all 16 tables are present. - Page xxiii/xxiv with some damage but no loss of text; inscribed by the author in upper margin of the title-page, slightly touched by the binder's knife.

The first complete publication of his memoirs was published in 1868.
