One delegate expressing his colleagues' deep resentment of Reconstruction asserted that "the deplorable gloomy and painful condition of Louisiana must be the result of the most barefaced prostitution of power the most barefaced abuse of sacred trusts and the most infamously corrupt application of the people's money" page 298.
