Dans le contexte d'émeutes de subsistance qui caractérise la période, alors que la loi sur le maximum est en partie abolie, les réquisitions de grains et l'obligation de les vendre sur les places publiques sont maintenues. L'arrêté, imprimé à Castres, précise cependant que la loi ne s'applique pas aux « avoines qui servent à la nourriture des chevaux » et considère que « les maîtres de poste et messageries nationales remplissant un service public et important, doivent être assimilés aux préposés des approvisionnements militaires".
