Dickey who had a contract to deliver the mail from Maysville Ky. to Lexington Ky. -- but the contract was annulled in Mr. Dickey's view without sufficient cause. This is the committee report which ultimately recommends that the government give Mr. Dickey back pay. According to the report Mr. Dickey delivered the mail by means of a four horse post-coach. .
