William Bolts, commerciante e avventuriero olandese, fu al servizio della East India Company in Bengala fra il 1759 e il 1768, anno in cui giunse alla rottura con la Compagnia, che gli valse la deportazione e la perdita della fortuna accumulata. Quale testimone (e attore) della rapace colonizzazione inglese in Bengala pubblicò anonimamente, nel 1772, queste “Considerations on Indian Affairs” che conobbero grande fortuna internazionale (traduzioni in Francese, Tedesco, Italiano) e servirono a rafforzare le tesi critiche verso Compagnia delle Indie Orientali di Adam Smith e altri economisti e intellettuali europei. Prezioso e importante documento sul dominio inglese e sullo stato del subcontinente indiano alla fine del XVIII secolo, quest'opera mostra chiaramente l'intento critico già dalle antiporte, raffiguranti una l'autore allo scrittoio che osserva le truppe inglesi, l'altra alcuni locali ridotti in schiavitù dagli europei, sullo sfondo di un villaggio in fiamme.
