Desde el punto de vista metodológico el cuestionario fue concebido de tal manera que permitiese apreciar el estado de la educación ambiental en el seno de cada Estado miembro basándose en informaciones y opiniones facilitadas por un equipo de especialistas y responsables en la materia designado oficialmente a nivel nacional. El balance no exhaustivo intenta facilitar experiencias resultados necesidades y peculiaridades de la educación ambiental en diferentes regiones del mundo. En este estudio han colaborado diferentes equipos nacionales constituidos por personas procedentes de distintos campos educativos y de las ciencias relacionadas con el medio ambiente.
