"Seconde édition corrigée", publiée quelques semaines après l'originale (janvier 1789) de ce "brûlot politique" fondateur dans l'histoire politique de la France qui obtint un immense retentissement et rendit immédiatement son auteur célèbre. "Reprenant sous une forme amplifiée et théorisée les notions, nouvelles au XVIIIe siècle, d’utilité sociale et d’égalité civile, Sieyès identifie le Tiers à la nation, ensemble d’individus libres, également doués de raison et soucieux de la chose publique. Sieyès appelle le Tiers à se constituer en société politique pour composer enfin cette nation, c’est-à-dire une volonté générale, unitaire, imprescriptible, qui délègue des représentants en son nom" (Luce-Marie Albigès).
