James Swinburne was a very experienced and highly respected electrical consulting engineer, his expertise ranging from power stations to wireless telegraphy. In 1902-1903 he was President of the Institute of Electrical Engineers (IEE); in 1912 appointed by the British Government as member of the Technical Committee considering the Imperial Wireless Scheme.
