br. Quando, il 5 giugno 1947, il segretario di Stato George C. Marshall annunciò in un discorso all'Università di Harvard l'ambizioso progetto di ricostruzione dell'Europa che avrebbe preso il suo nome, fu subito chiaro che quella mossa era un punto di svolta nella politica americana verso il continente europeo e per gli equilibri internazionali. Alla fine della seconda guerra mondiale, crollato il progetto di Roosevelt di un «mondo unico» che comprendesse anche l'Urss, si fece avanti con il presidente Truman l'idea di un mondo diviso in due schieramenti. Il conflitto aveva lasciato un'Europa al collasso e sotto la minaccia dell'Unione Sovietica di Stalin: di fronte all'instabilità del Vecchio continente e alla politica di espansione della sfera d'influenza sovietica, gli Usa decisero di fare dell'Europa occidentale il baluardo contro il comunismo. Ma per risanare un'Europa devastata economicamente e socialmente occorreva una nuova strategia che legasse sicurezza economica e militare, promuovendo la ricostruzione con fondi americani di un'Europa unita e capitalista, supportata sul piano militare da una solida alleanza dei paesi occidentali. Con un avvincente ritmo narrativo che intreccia storia politica ed economica, e attingendo a un'inedita documentazione tratta da archivi americani, russi ed europei, Benn Steil ricostruisce la storia del Piano Marshall ponendolo all'origine stessa della guerra fredda, e mostrando come l'inasprimento dei rapporti Usa-Urss fu una conseguenza della determinazione di Stalin a contrastare il Piano e la nascita delle due istituzioni che ne furono diretta emanazione, l'Unione europea e la Nato.
