Red pictorial cloth printed in black with dustjacket. The book has had moisture exposure that mainly impacts the covers endpapers and the interior of the dustjacket but no musty odor. Covers spotted with both light and dark areas evidence of old mildew to endpapers and blanks at beginning and end good hinges firm text block clean pages no names or other markings. The mylar protected dustjacket is not priceclipped 1.25 and looks great from the outside with only minor shelfwear and tiny edge chips internally stained from the red covers very little paper loss. Endpages have moderate to heavy foxing and soiling and tape repair to inner hinges. Text block is sunned particularly at top edge with two small spots of soiling to lower edge soiling to fore edge near lower corner and light soiling and scuffing to top edge. Boards have light soiling to edges sunning to spine and cracking to cloth at outer hinges. Here he opines that trial of the alleged presidential assassins should occur by military commission rather than civil courts: the law of war as part of the law of nations has implicitly been adopted in the Constitution. <br /> "When lawless wretches become so impudent and powerful as not to be controlled and governed by the ordinary tribunals of a country armies are called out and the laws of war invoked." The laws of war do not require different treatment of "secret active enemies" and "open active enemies" who would be tried by military tribunal.
