This is a hardcopy of a color vugraph. On the left side are to photographs. The top has a group of people walking in a tunnel and the lower on is an image of a tunnel. On the right side is a track overland of the tunnel's direction. The middle section is a hand drawn and captioned Tunnel Plan view including a Cross Section drawn at the lower right corner with some dimensions. The track goes from a brick face to the shot point. NINT was the institution responsible for conducting and analyzing China’s nuclear testing program. Since China signed the CTBT NINT has emerged with the primary responsibility for China’s field implementation of the technologies for the International Monitoring System IMS. An adit is a near-horizontal entrance or tunnel driven into a hillside or mountain for underground operations featuring only one opening to the surface. Adits offer a cost-effective safer alternative to vertical shafts. An adit allows workers to walk into a mine unlike vertical shafts to reach areas of interest directly. Because they are driven at a slight upward angle they allow water to drain out naturally removing the need for pumps. Adits also provide natural airflow for underground operations. Project 816 in Chongqing China is a massive decommissioned underground nuclear plant often cited as the world's largest artificial cave featuring over 20 kilometers of tunnels and 13 levels. Built in the 1960s to produce atomic bomb fuel it was designed to withstand nuclear hits with 18000 workers creating a facility that is now a tourist attraction. Key Details of Project 816:Structure: The complex contains 18 major caves over 130 tunnels and 80 roads.<br /> Design & Safety: It was built inside a mountain to resist a 1-megaton hydrogen bomb airburst and a magnitude-8 earthquake. Scale: The reactor hall is massive measuring 79.6 meters in height. Status: Construction was halted in 1984 85% complete due to shifting geopolitics. The report includes a complete listing and inventory of all radioactive waste storage and disposal activities now being conducted or planned by Federal agencies. The NRC study has attempted to present a general comparison of the relative hazards associated with defense-generated and commercial wastes. Options for extending the Commission authority were developed and analyzed. The implications of NEPA were analyzed in the context of these options. The national security implications of extending NRC's regulatory authority voer DOE programs are examined and evaluated. Costs and benefits are identified and assessed. The Commission's recommendations based on the study are to extend licensing authority over new DOE disposal activities involving transuranic wastes and non-defense low-level waste and to initiate a pilot program to test the feasibility of NRC playing a consultative role in the evaluation of existing DOE activities.
