First edition of this souvenir yearbook detailing the largest field trials held in the United States following World War II testing Army and Air Force personnel under conditions of simulated nuclear war even including the faked dropping of an atomic bomb. A number of experimental groups were introduced including a Sky Cavalry which combined the 82nd Airborne with a helicopter unit although there was controversy following the exercises with Armor wanting helicopters attached to mechanized cavalry units and Intelligence wanting aircraft with radar and infrared sensors. Unfortunately the massive maneuvers covering 45 days resulted in massive traffic jams with mechanized units trying to attack during torrential downpours and other logistics issues emerged which the US military attempted to correct when they later applied many of the results to new tactics during the Vietnam War. This report is a review of the draft feasibility study that was issued at the request of Congress by the Centers for Disease Control and Prevention CDC and the National Cancer Institute NCI. Over 500 atmospheric nuclear-weapons tests were conducted at various sites around the world during 1945-1980. As public awareness and concern mounted over the possible health hazards associated with exposure to the fallout from weapons testing a feasibility study was initiated by CDC and NCI to assess the extent of the hazard. The CDC-NCI study claims that the fallout might have led to approximately 11000 excess deaths most caused by thyroid cancer linked to exposure to iodine-131. The committee noted that CDC and NCI used the best available data to estimate exposure and health hazards. The committee does not recommend an expanded study of exposure to radionuclides other than 131I since radiation doses from those radionuclides were much lower than those from 131I. It also recommended that CDC urge Congress to prohibit the destruction of all remaining records relevant to fallout. paperback

From the Executive Summary: Congress established this Panel in 1999 to examine whether the United States can expect to sustain confidence in its nuclear deterrent while complying with the Comprehensive Test Ban Treaty. This year we reviewed the national capability to perform the high priority day-to-day work of stockpile stewardship - surveillance assessments refurbishment annual certification and production. We find a disturbing gap between the nation's declaratory policy that maintenance of a safe and reliable nuclear stockpile is a supreme national interest and the actions taken to support this policy. We the Panel are particularly concerned about the Department of Energy's nuclear weapons production complex. cont. Internal and independent reviews including ours find that after more than a decade of under-investment in the weapons complex it is at unacceptably high risk to perform currently agreed upon weapon refurbishments and it remains unready to fix nuclear component problems that may arise in years ahead. Throughout the broader complex the trends point downward because of the aging of facilities and the workforce. Morale is low especially in the laboratories. Parts of the weapon complex infrastructure are defective; the production capabilities that remain are fragile. The Panel sees a growing need for a coherent vision comprehensive plan and programmatic commitment to reverse this situation. The panel issued recommendations on the production complex; design production and certification; surveillance; assessment tools and methods; annual certification process; DoD's roles; and test readiness.
