The hearings were held in January and February 1945 and the present document is published in five parts covering the entirety of the hearings. The treaty of Guadalupe Hidalgo ratified at the end of the Mexican-American War gave the right to navigation of these waters between the two countries; the treaty signed in February 1944 sought to regulate other usages beyond navigation such as irrigation and consumption. hardcover books
