L'auteur, chargé en 1842 d'une mission dans les départements de l'Isère, des Hautes et Basses-Alpes et du Var, observe les conséquences environnementales - inondations, érosion et empierrement des terres basses - puis économiques du déboisement. Ces observations, déjà reconnues en 1819 par le préfet Dugied, le conduisent vers un discours environnemental et social catastrophiste, dans lequel il souligne les désastres humains : "La destruction successive des forêts a tari tout à la fois, en mille endroits, les sources et le combustible, c'est-à-dire, après la terre, l'eau et le feu" (p. 16). "Sans cesse en lutte avec les éléments, l'habitant (...) ne connait guère des inventions de la civilisation que la douane et le fisc ; aucune miette du festin national n'arrive jusqu'à lui" (p. 34). Il se montre ainsi partisan résolu du reboisement ; à cet effet, il préconise l'expropriation, avançant que l'État, en se portant acquéreur des parcelles et en s'assurant ainsi la mainmise totale de certaines portions du territoire, pourrait se charger lui-même les reboiser. Son intervention mena à un projet de loi présenté à la législature en 1847, qui ne sera pas adopté en raison des oppositions qu'il suscita et des troubles politiques des années suivantes.
