The Safe Drinking Water Act Authorization of 1979 Public Law 96-63 was an act of Congress that extended appropriations for the Safe Drinking Water Act SDWA for three fiscal years. It provided federal funding lines for EPA research technical assistance state program grants and underground water protection. Enacted on September 6 1979 Public Law 96-63 updated the legislative provisions of the original SDWA passed in 1974 to keep federal water security and state grant programs funded. The 1979 legislation amended the Public Health Service Act to authorize the following specific annual budget allocations:State Grants for Public Water System Supervision: Authorized $29450000 FY 1980 $32000000 FY 1981 and $34000000 FY 1982. State Underground Water Source Protection: Authorized $7795000 FY 1980 $18000000 FY 1981 and $21000000 FY 1982. By extending the authorization Congress allowed the U.S. Environmental Protection Agency EPA to continuously enforce national health-based standards to protect tap water. It also maintained a critical framework to prevent both naturally-occurring and man-made contaminants from polluting public drinking water supplies. The Safe Drinking Water Act SDWA is the primary federal law that ensures the quality of public drinking water in the U.S. Originally passed in 1974 the law was significantly amended in 1996 to direct the EPA to set science-based legally enforceable standards for over 90 contaminants in public water systems. The EPA is authorized to establish National Primary Drinking Water Regulations NPDWRs to protect against both naturally occurring and man-made contaminants. While the EPA sets the baseline the SDWA allows states to assume primary enforcement responsibility primacy as long as their state standards are at least as stringent as the federal requirements. The Act authorizes EPA-administered or state-run programs to regulate the injection of fluids underground to prevent contamination of underground sources of drinking water. The Act authorizes funding mechanisms-such as the Drinking Water State Revolving Fund DWSRF-to assist public water systems in financing the costs of infrastructure improvements needed to comply with SDWA regulations.
