An issue before the Congress was whether the import fee on gasoline was not transferred to home heating oil or other essential petroleum products. The Department of Energy was also responsible for monitoring the oil industry to make certain that refiners were not reducing gasoline production to avoid payment of the fee and thereby potentially generating gasoline shortages.
