The 'Avis de l'Editeur', printed verso title-page states the first manuscript was lost and that it had been necessary to ask the author for another copy of the manuscript. The author did indeed supply another copy of the manuscript but only after he had made considerable changes in the text. This suggests that this is the first printing of the text. The Examen Impartial was written by the Abbé Louis-Philippe Chauvelin in which he argued that, although the clergy was entitled to its special prerogatives, it could not use these to claim total exemption from taxation.According to Conlon a second volume was published in 1753 entitled 'Suite des Lettres Critiques ....'. Conlon also knows of no other edition but the present one as the first publication of this text.

A number of his writings are listed in Martin & Walter and INED, but not the present text.

On French government finances and especially the taxes on the eve of the revolution. The author also sharply rejects the privileges of the clergy, the class that does not pay taxes, has accumulated an enormous wealth and is yet again exempted from paying taxes. The nobility also has priviliges but the author intelligently observes that the nobility is used to sacrifice and serving the state in various capacities, and, contrary to the clergy, it's position in the state is closely tied to the state itself, in other words, a collapse of the state will have immediate impact on the nobility and their status. It discusses the position of Calonne and the possibilities of reform and the various forms of opposition any reform will provoke from various groups.

The author was 'entrepreneur de peinture' and after founding the 'Maison Leclaire' was the first in France to grant workers a share in the profits of the company. The system of Leclaire served as a model for Louis Blanc in the 4th edition of his 'Organisation du travail' (1845).The earliest example of co-partnership comes from France. In 1843 a master painter of Paris, Edme-Jean Leclaire, divided among his permanent hands (43 out of about 300 employed) the sum of 12,266 francs. The scheme met with approval and up till 1870 this " kernel," as he called it, of permanent workmen, who were members of the firm's mutual provident society, continued to take their share of the increasing profits. At no time did the members of the mutual provident society amount to more than a third of those employed. In 1870 the profitsharing was extended to all the men employed, for however short a time, and upon this basis it has continued as " Brugniot, Cros et Cie. (ancienne maison Leclaire)."

The two named pieces in this INED entry are extensively analysed in Lichtenberger's Le Socialisme au XVIIIe siècle, pp. 47-49. Important critical survey of French society and predicting social revolutions.

First edition of a lecture given on 29 April 1871 at the University of Leipzig. Knapp (1842-1926) studied in Munich, Berlin and Göttingen, and in 1867 became head of the statistical office of the municipality of Leipzig, in 1869 extraordinary professor of economics in Leipzig and in 1874 professor in Strasbourg. He was one of the leading German Kathedersozialisten (socialist professors), and co-founder of the Verein für Sozialpolitik.At the beginning of his career he carried out some important work in statistics: he was the first to develop a systematic theory of mortality measurement in his Über die Ermittlung der Sterblichkeit (1868). 'Opposing the viewpoints of Quételet and his followers, who claimed that man's behaviour is governed by statistical "laws," he viewed statistics simply as a tool in the realistic study of the manifold social phenomena and fully realized the limitations of statistical observations' (ESS).
