Edition originale de cet important document, "qui a échappé à la plupart des historiens de la Révolution", compte-rendu très complet des travaux de la Commission des Monuments et réponse. Les auteurs justifient point par point leur action au sein la Commission, au lendemain de sa suppression et de son remplacement par la Commission temporaire des Arts. Constituée en novembre 1790 à l’initiative de François-Marie Puthod de Maison-Rouge, la Commission des Monuments se donna pour mission d’élaborer les premières mesures destinées à mener un inventaire et à agir en faveur de la conservation des oeuvres d’art. "Cet écrit devenu rare, à la rédaction duquel Puthod de Maison-Rouge eut beaucoup de part, donne de précieux renseignements sur les travaux de la Commission et sur un grand nombre d'objets de prix qu'elle avait sauvés de la destruction" (Michaud, 34, 560). Edition originale de cette histoire des principales institutions européennes d'enseignement depuis Charlemagne, dans laquelle l'Université de Paris et la Faculté de théologie de l'Université occupent la plus grand place (pages 185 à 536). Salué dès sa sortie pour ses recherches, l'ouvrage demeura une source sur le sujet pour de nombreux historiens postérieurs, dont Guizot. D'origine bretonne, docteur de la Faculté de théologie de Paris, Jean de Launoy (1603-1678) est resté célèbre pour la grande liberté de ses travaux historique et son approche critique des traditions ecclésiastiques, ce qui lui attira d'importants problèmes avec sa hiérarchie. L’un des projets les plus radicaux de réforme de l’éducation nationale pendant la Révolution. Bien que Girondin (député de Saône-et-Loire), Masuyer critique le plan de Condorcet et de Romme, jugé "destructeur de l’égalité et générateur de despotisme", pour proposer un projet global "d’éducation nationale". Si tous les hommes sont égaux en droit, l’instruction publique doit être commune à tous, gratuite et graduelle et les établissements d’enseignement proportionnellement répartis sur l'ensemble du territoire.
