Ce manuel d'instruction civique se vendit à près d'un million d'exemplaires et fut interdit par la congrégation de l'index en même temps que celui de Paul Bert. Compte rendu d'une vaste et minutieuse enquête réalisée par Cousin en 1831 à la demande du comte de Montalivet, alors ministre de l'Instruction publique. "Ce rapport, riche en documents [statistiques, tableaux, plans, etc.], fut le prélude de la loi de 1833 sur l'instruction primaire. M. Cousin qui avait aidé M. Guizot à préparer cette loi, en fut deux fois le rapporteur devant la Chambre des Paris" (Buisson 1887, I, p. 605). Les planches représentent des plans d'écoles.
