It notes that the 1972 National Commission on Marijuana and Drug Abuse recommended that possession of a small quantity for personal use should not be a crime. When this pamphlet was printed in 1977 there was no state or federal marijuana legalization in the United States.<br /> <br /> Founded in 1970 NORML’s mission is to move public opinion sufficiently to legalize the responsible use of marijuana by adults and to serve as an advocate for consumers to assure they have access to high quality marijuana that is safe convenient and affordable.
