Speaking to the Presidents of the Red Cross Societies the Presidents of the Junior Red Cross Societies in the schools and the Mayors of All the Villlages and Cities in the Kingdom of Bulgaria the circular addressed the territorial changes in Bulgaria after the Second Balkan War which had negated the majority of the gains after the First Balkan War and which in turn had resulted in more than 100 000 Bulgarian refugees from Eastern Thrace Macedonia etc. It explained the overwhelming and crippling effect of such influx of people to the already-battered country and its innability to offer help to its own people.
