Ink notations on page 113. The Council on Foreign Relations CFR founded in 1921 is a United States nonprofit think tank specializing in U.S. foreign policy and international affairs. It is headquartered in New York City with an additional office in Washington D.C. Its membership which numbers 4900 has included senior politicians former secretaries of state CIA directors bankers lawyers professors and senior media figures. The CFR meetings convene government officials global business leaders and prominent members of the intelligence and foreign-policy community to discuss international issues. CFR publishes the journal Foreign Affairs and runs the David Rockefeller Studies Program which influences foreign policy by making recommendations to the presidential administration and diplomatic community testifying before Congress interacting with the media and publishing on foreign policy issues. The Task Force report titled U.S. Nuclear Weapons Policy focuses on near-term policies to reduce nuclear weapons to the lowest possible level consistent with maintaining a credible deterrent while also ensuring that the U.S. nuclear arsenal is safe secure and reliable for as long as it is needed. "The imperative before the Obama administration" the report says "is to use all available tools to prevent the use and further acquisition of nuclear weapons." The Task Force is comprised of eminent leaders of the national security community and is directed by CFR Senior Fellow Charles D. Ferguson. The report notes that "Iran's nuclear program poses the most significant challenge to strengthening the rules-based nonproliferation regime and preventing a nuclear arms race in the Middle East." The Task Force underscores that bolstering the global nonproliferation regime is the best way to contain the threat of proliferation posed not only by Iran but also by North Korea and other potential nuclear states. Recommendations: The report recommends that U.S. policymakers take the following steps to lessen nuclear threats and promote cooperation on disarmament: state clearly that it is a U.S. goal to prevent nuclear weapons from ever being used by either a state or a nonstate actor and that the sole purpose of U.S. nuclear weapons is providing deterrence for itself and its allies; reaffirm security assurances to allies; continue to reduce reliance on nuclear weapons and do so in a transparent manner and take the international lead in reducing the salience of nuclear weapons in security policy; seek further reductions in nuclear forces beginning with a bilateral strategic arms control agreement with Russia; seek to ratify the Comprehensive Test Ban Treaty CTBT taking as many steps as possible toward this end before the Nonproliferation Treaty Review NPT Conference in May 2010; call for a moratorium on the production of fissile material for weapons purposes; strengthen the International Atomic Energy Agency's vital role of containing proliferation including seeking universal adoption of the Additional Protocol and providing adequate and sustainable funding to the Agency; work cooperatively to ensure that every state with nuclear weapons or weapons-usable materials -- even those that remain outside the Nonproliferation Treaty like India and Pakistan -- implements best nuclear security practices. The program had the following format: The March West; The Signing of the Great Blackfoot Treaty No. 7; The RCMP Band in Concert; The RCMP Choral Group; Intermission; The Eight Horse Precision Jumping Team; The Drill Team; The RCMP Service Dogs; Mounted Arms Competition; Physical Training and Self-Defence; The RCMP Musical Ride; and Finale. In the event program there are sections on The First 50 years of the RCMP; The Past 50 years of the RCMP and the RCMP Today. These three initial section make effective use of historic and contemporary images. The RCMP presented Queen Elizabeth II with a police service horse during our centennial celebrations in 1973. T he Queen chose Jerry a 3-year-old black gelding out of a group of 5 horses during her visit to the RCMP stables in Ottawa on August 2 1973.<br /> Jerry stayed in Canada until 1977 to complete his training as a saddle horse and for use in the RCMP Musical Ride. When we presented the horse to Her Majesty at Windsor Castle on May 15 1977 Jerry's name changed to Centenial with one "n". Centenial went to the Mounted Division of the London Metropolitan Police for crowd-orientation training. The Royal Canadian Mounted Police RCMP often known as the Mounties are the federal and national police service of Canada providing law enforcement at the federal level. The RCMP also provide provincial policing in eight of Canada's provinces all except Ontario and Quebec and local policing on a contract basis in the three territories Northwest Territories Nunavut and Yukon and more than 150 municipalities 600 Indigenous communities and three international airports. The RCMP do not provide active provincial or municipal policing in Ontario or Quebec. However all members of the RCMP have jurisdiction as a peace officer in all provinces and territories of Canada.13 Despite the name the Royal Canadian Mounted Police are no longer an actual mounted police service with horses only being used at ceremonial events. As Canada's national police service the RCMP are primarily responsible for enforcing federal laws throughout Canada whereas general law and order including the enforcement of the Criminal Code and applicable provincial legislation is constitutionally the responsibility of the provinces and territories. Larger cities may form their own municipal police departments. There are eight provinces that contract policing responsibilities to the RCMP which provides front-line policing in those provinces under the direction of the provincial governments. When Newfoundland joined the confederation in 1949 the RCMP entered the province and absorbed the Newfoundland Ranger Force which patrolled most of Newfoundland's rural areas. The Royal Newfoundland Constabulary patrols urban areas of the province. In the territories the RCMP is the sole territorial police force. Many municipalities throughout Canada contract to the RCMP. Thus the RCMP polices at the federal provincial and municipal level. In some areas of Canada it is the only police force. The RCMP is responsible for much of Canada's security and policing. Under their federal mandate the RCMP police throughout Canada including Ontario and Quebec. Federal operations include: enforcing federal laws including commercial crime counterfeiting drug trafficking border integrity organized crime and other related matters; providing counter-terrorism and domestic security; providing protection services for the Canadian monarch governor general prime minister their families and residences and other ministers of the Crown visiting dignitaries and diplomatic missions; and participating in various international policing efforts. Under provincial and municipal contracts the RCMP provides front-line policing in all areas outside of Ontario and Quebec that do not have an established local police force. There are detachments located in small villages in the far north remote First Nations reserves and rural towns but also larger cities such as Surrey British Columbia. There support units investigate for their own detachments as well as smaller municipal police forces. Investigations include major crimes homicides forensic identification collision forensics police dogs emergency response teams explosives disposal and undercover operations. Under its National Police Services branch the RCMP supports all police forces in Canada via the Canadian Police Information Centre Criminal Intelligence Service Canada Forensic Science and Identification Services Canadian Firearms Program and the Canadian Police College.
