Après avoir servi dans les armées du roi et obtenu la concession de terres agricoles dans l'Isle de France (île Maurice), Heurtault de Lamerville s'intéressa aux problèmes financiers que rencontrait la France. Il formule, dans cet ouvrage, des solutions originales à travers un plan de restructuration du système financier et fiscal et la libération des dettes de l'Etat. Il critique les impôts directs et indirects et propose, en remplacement, un impôt territorial, une taille réelle et une "subvention générale". Le dispositif est fondé sur l'instauration d'Assemblées provinciales qui assureraient la perception et la répartition de l'impôt. "Projet visionnaire comprenant deux mémoires de Martin de La Bastide, publiés après les démarches infructueuses de sa part auprès de la cour d'Espagne en 1780 pour la réalisation d'un canal à travers l'isthme de Panama ou de Darien. La Bastide plaide en faveur des énormes avantages que 'l'Europe commerçante' pourrait tirer de l'ouverture d'un passage entre les deux mers, et fait un exposé méthodique du tracé géographique pour la jonction des mers, des moyens à employer pour y parvenir. Il analyse l'utilité pour le commerce des colonies espagnoles et pour 'le commerce universel'. A la fin du premier mémoire, La Bastide transcrit une note de Laborde dans laquelle ce dernier lui reconnaît la priorité sur ce projet. Le second mémoire s'intitule: 'Réflexions sur les rapports de la communication de la mer du Nord à la mer du sud, par le lac de Nicaragua, avec l'établissement permis aux anglois par leur dernier traité avec l'Espagne'. He did Post Graduation in Hospital Administration (MHA) from the All India Institute of Medical Sciences (AIIMS, New Delhi) in 1981. He obtained post graduate degree and diploma certificates from the International Hospital, Federation, London (1985), University of Leeds, U.K. (1992), Chulalongkorn University, Bangkok (1997), University of California at Los Angeles, USA (1997). He had presented scientific papers in many international conferences in London, Barcelona, Durban, Dacca, Kathmandu, Bangkok, Chiangmai, Yangon. He has been invited as a resource person in many countries including South Africa, Bangladesh, Nepal, Thailand and Myanmar. During his tenure as Project Director of Manipur State AIDS Control Society (1995-2003); he introduced the Manipur State AIDS Policy in 1996 and the Harm Reduction Project known as RIAC project for the first time in India. About The Author:- Khomdon Singh Lisam rd/khomdon-singh" Title="khomdon-singh">Khomdon Singh Lisam was born on 21 December, 1948. He is the 8th child of Lisam Sajou Singh and Lisam Ongbi Mandalini Devi of Singjamei Makha Waikhom Leikai. He passed MBBS examination from the Assam Medical College, Dibrugarh. He did Post Graduation in Hospital Administration (MHA) from the All India Institute of Medical Sciences (AIIMS, New Delhi) in 1981. He obtained post graduate degree and diploma certificates from the International Hospital, Federation, London (1985), University of Leeds, U.K. (1992), Chulalongkorn University, Bangkok (1997), University of California at Los Angeles, USA (1997). He had presented scientific papers in many international conferences in London, Barcelona, Durban, Dacca, Kathmandu, Bangkok, Chiangmai, Yangon. He has been invited as a resource person in many countries including South Africa, Bangladesh, Nepal, Thailand and Myanmar. During his tenure as Project Director of Manipur State AIDS Control Society (1995-2003); he introduced the Manipur State AIDS Policy in 1996 and the Harm Reduction Project known as RIAC project for the first time in India. He worked as a temporary UNAIDS Advisor during the Global Research Network meeting held in Durban in April, 2000. Post retirement, he worked in Thailand and Myanmar for a brief period and in NACO during 2005-2006. Presently he is working as a Medical Superintendent of Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Imphal (Manipur). He has written four books in connection with HIV/AIDS.
