Exterior shows some spotting and toning with the worst issue is some tears around the spine edges. The top has a tear of about an inch the bottom has a larger tear along the spine edge that measures about 3 inches on the front cover with a smaller tear on the back. The string held binding is still intact in the pages are clean with the exception of some light foxing. There are no signatures or bookplates no handwriting no library markings none of the interior text pages have tears. This is a very rare government publication in the only date present is on the last page which states October 1879. <br/> <br/> Government Printing Office paperback

Very good moderate spotting gold cloth consistent with insect damage to sizing; binding tight and pages clean. This book begins with the Act passed by Congress and approved by Franklin D. Roosevelt April 22 1940 providing for Federal Incorporation of the United Spanish War Veterans. The Preamble to the constitution begins: "On April 21 1898 the United States of America began war with the Kingdom of Spain which war was conceived and prosecuted in a sublime spirit of unselfishness and sacrifice to the end that a people suffering under misrule and struggling against tyranny might be a nation free and independent. The Spanish-American War culminated in glorious victories on land and sea and the incidental insurrection in the Philippines and the China Relief Expedition emphasized the unselfishness of our aims and added prestige to our arms. All contributed to create an inspiring chapter in our country's martial history emblematic of sacrifice and devotion to the princples of liberty equal rights and justice to all mankind and one which must ever act as a stimulus to patriotic endeavor in the years to come. Our flag is known and respected in every land and on every sea; a broad spirit of humanity pervades every part of our Republic; sectional lines are obliterated and our people are welded together as one great nation under one flag and permeated with a renewed spirit of national pride." 3214002.
