The purpose of this document was to provide a list of tests to be performed when bring up a NWCnet note after installing a major upgrade to the system - either software or hardware upon suspicious performance of the system or upon request of either local site management or DOE management. This document was expected to change to reflect evolving testing needs. Sites were encouraged to add site specific tests to this test suite. The original set of security tests was developed under the direction of the DOE Center for Computer Security. The original set of functional tests were developed by an independent test team charged with testing the initial operations of the NWCnet with electronic connections. The objective of the Nuclear Weapons Complex Network NWCNet was to facilitate the exchange storage and management of shareable product definition information classified as high as Secret Restricted Data. The NWCnet was designed to be be operated in a system-high manner by Q-cleared personnel. The NWCnet contained four service components: the Wide-Band Communications Network WBCN the Common File System CFS the Network Systems Corporation NSC Hyperchannel and the local computing resources worker computers. The worker computers allow local users to initiate data transfer utilizing the NWCnet. From the Internet: NWCNET stands for Nuclear Weapons Complex Network. The development of the NWCnet broke new ground in DOE computer security management and identified several complex security issues for which new security design and planning techniques were developed. The requirement for a comprehensive security evaluation of each NWCNET service component was established by the CIM Program Office in conjunction with the DOE Office of Safeguards and Security. The goals of the requirement were to establish the network's overall security and to provide a technical basis on which to certify and accredit the network. The DOE Center for Computer Security served as the focal point for this activity functioned as a liaison between the teams and was responsible for coordinating planning and evaluating the WBCN gateway software significant knowledge was gained regarding the function of the software and the security evaluation process. Not only did the evaluators learn how to test software in the face of continual change but they also began to understand how to evaluate the security of the network. Ultimately this long-term project was terminated and the functions assumed by other approaches. This document is a remarkable snapshot in time reflecting the state-of-knowledge and the state-of-practice in the 1990 time frame with respect to early efforts to establish secure nationally distributed classified network operations. He previously taught at the University of North Carolina and the University of Pennsylvania. He was a member of the American Academy of Arts and Sciences and the British Academy. His publications include The Art and Politics of Thomas Nast; Affairs of State: Public Life in Late Nineteenth Century America and America's Three Regimes. David J. Pivar was professor emeritus of history and California Sate University at Fullerton who served the university from 1965-96. During his 31 years on campus Pivar served as the founder and first chair of the American Studies Department and taught the university's first courses in women's studies. He authored two books "Purity Crusade: Sexual Morality and Social Control 1868-1900" and "Purity and Hygiene: Women Prostitution and the ‘American Plan' 1900-1930 as well as numerous journal publications. Pivar earned his Ph.D. from the University of Pennsylvania. In the latter part of the nineteenth century a crusade was begun to cleanse the mores of Americans. The author demonstrates that although the crusade was essentially a quasi-religious movement of women and neo-abolitionists it gave symbolic unity to social reforms of the 1880s and 1890s and prepared the way for the urban Progressive movement and sexual attitudes of the twentieth century. Social purity reformers emphasized preventive reform rather than remedial reform; as a result they expanded the concept of moral education in family relations and child rearing to encompass the purification of society. In a relatively short time these reformers changed medical thought on prostitution and related sex issues. They educated Americans to a new morality where sex could be spoken of openly instructed a generation of mothers in sex education and proclaimed a woman's right to her body.
