ABOUT THE BOOK:- The Panchayati Raj Institutions (PRIs) have come to stay in India. Time has come to take stock of the experiences gained so far in the working of the PRIs in various states. Have we really achieved the goals set up by the 73rd constitutional Amendment while implementing the programme of 'democratic decentralisation'?, if not, what are the impediments in achieving the goals?. How best can we remove them based on our experience so far?. What corrective steps can we take to put the programme on the right track?. Here some of the leading experts on Panchayati Raj in various states examines the achievements and failures of working the PRIs during the past fifteen years. Concrete suggestions are put forth for making the PRIs vibrant institutions for bringing about democratic decentralization in the true-sense of the term. The scholarly papers on the 'state of art' of the PRIs in different states in India are presented systematically in this book. The articles broadly bring out the fascinating story of the working of PRIs in different states of India. ABOUT THE AUTHOR:- Prof. (Dr) K. ABOUT THE BOOK:- Derived from the Greek “philanthropos” and Latin “philanthropia”, the term “philanthropy” literally translates as “love of humanity”, or “useful to mankind”. First coined by the fifth century BC playwright Aeschylus in Prometheus Bound, the modern concept of philanthropy took shape in the eighteenth and nineteenth centuries, and became a very fashionable activity among British and American traders and entrepreneurs. Often implemented as a component of corporate social responsibility (CSR) programs, corporate philanthropy (CP) today is a way for businesses to give back to local, national or even international communities, via charitable donations to nonprofit organizations. This “giving back” can take the form of financial (cash) donations or non-cash contributions such as time, expertise, or tangible (inkind) goods. In chapter 1 an attempt has been made to trace and discuss various aspects of corporate philanthropy and its varied dimensions. These include the motivations for corporate philanthropy, potential benefits for implementing firms, and examples of societal impacts. In chapter 2 we have traced various elements which spurred greater interest in philanthropy in India. A number of studies have sought to quantify, analyze and promote such giving. It is a planned intervention that seeks to attain a specific impact over a period of time. The history of giving in India, with a few notable exceptions, has been largely non-strategic and religious in nature. As stipulated in the Section 135 of the Companies Act, companies having a net worth of INR 500 crore (Cr.) or more, a turnover of INR 1000 Cr. or more, or a net profit of INR 5 Cr. or more in a given financial year are required to spend 2 percent of their average net profit (of previous three years) on CSR programmes. Indian companies responded well to the mandatory CSR with almost INR 8800 Cr. CSR spend in the 1st reporting year of the CSR compliance. The Act heralded a new era for the development of corporate philanthropy in India. The latest proposal in the 2019 budget for setting up social stock exchange will also boost the base for philanthropic activities. In the budget speech of 2019, Finance Minister has proposed to initiate steps towards creating an electronic fund raising platform — a social stock exchange — under the regulatory ambit of Securities and Exchange Board of India for listing social enterprises and voluntary organisations working for the realisation of a social welfare objective so that they can raise capital as equity, debt or as units like a mutual fund”. This will provide further boost to the philanthropic ecosystem. The authors believe with a growing economy and rising wealth, the role of domestic private philanthropy becomes increasingly important. Both domestic corporations and Indian ultra high net worth individuals need to enhance the level and nature of their giving. Many resourceful and gracious women in India and globally are coming forward to support philanthropic activities directed at vulnerable sections of society. In the past thirty years women's philanthropy has emerged as a distinct movement using innovative and creative ideas to improve local, national and global communities. Women are engaged in philanthropy from many perspectives – as donors, as professionals, as fundraisers, as nonprofit leaders – in both formal and informal networks. Chapter 3 discusses in detail various aspects of women philanthropists. Some of well known women philanthropies in India and abroad have been listed therein. These include Nita Ambani, Kiran Mazumdar- Shaw, Kiran Nadar, Rohini Nilekani, Melinda Gates, Susan Buffett, Susan Dell, Pam Omidyar etc. These are only indicative not exhaustive of such women donors. Giving in itself is a noble act regardless of the motivation or approach. It can be one of the most personally rewarding experiences. However, the seriousness, scale and complexity of India's social problems require philanthropists to go beyond personal satisfaction. An appropriate strategy and deeper thinking are required to tackle effectively and systematically varied problems facing the community. Chapter 4 pinpoints some of the issues and the strategies warranted to mitigate them. Major conclusions and findings have also been presented therein. It may be mentioned that well before the introduction CSR rules in the company's act many known corporate entities like Tata's were very active and liberal in supporting philanthropic endeavors in different fields like healthcare, education, Rural upliftment, Poverty Alleviation, Farmers welfare etc. A unique feature of our effort is to bring to focus the role of major corporate philanthropists. They include Tata Trust, Reliance Foundation, Shiv Nadar Foundation, Azim Premji Foundation, ITC Limited, Piramal Foundation, Birla Foundation, Vedanta Foundation, Hinduja Foundation etc. However it may be mentioned that the list is not complete and only indicative. An attempt has been made to discuss their areas of contribution, like education, healthcare, rural development, poverty alleviation etc. We feel the case studies will be found useful to those firms which are moving towards setting up of foundations for philanthropy and academics and others in developing an appropriate corporate philanthropic framework in the country. Public enterprises reforms occupy the central place in the schemes of economic reforms in India. In many developing countries opting for economic reforms, public enterprise reforms have come at the beginning of the cycle of economic reforms. In India, it has not happened so and the results are there for us to see. The present book makes an attempt to present a case for reforming public enterprises in India and also the agenda for action for this purposes. It outlines the challenges ahead for public enterprises and the need for reforms viewed from the global perspective. It outlines the performance of the public enterprises and the areas requiring the attention of the reformers. It presents the case of a state in which reforms have to be carried out and the context for such reforms. It identifies regulations as one of the key component of the reforms. The book also elucidates the reform experience of some of the states. It presents a balanced view of the theory and practice of public enterprise management in the reform context. It incorporates case studies of nine public enterprises to demonstrate the need and effect of economic reforms. About The Author:- R.K. We like to think that government is there when we want it. Voters - if they vote - have the power. Elected officials, especiamly in local government, are there to carry out the details and to take care of the humdrum "nuts - and - bolts" running of things. Having been a council member and mayor for a small Southern manufacturing town "Hill City", the author of this book has experienced what it is like to try and make local government work. This book takes readers inside the system to show the politics as its most human level by challenging the presumption of many political scientists that an understanding of governments is necessarily technical, addressing such abstractions as memory, symbol, context and power as they work in the practice of governing. After 61 years of the Independence, India still has about one-fifth of its population, a mammoth 250 million, below the sustenance level or poverty line. It raises the question of the relevance of the planning process. It is necessary to have a hard look at the ongoing perceptions, process, plans and programmes., , The urban and environmental challenges of Indian cities prompts a reconsideration of the values, goals, and means of achieving them. There is a need of abandoning the prevalent reactive tendencies of urban form which follows fiction, finance, fear, and fragmentation. There is an urgent need to evolve the concepts and innovations in shaping the urban Environment by shifting the paradigm toward urban integration, which seeks to evolve :, 1. A new model for the contemporary city, 2. design with nature, 3. local Character with global forces, 4. the professionals and the people of different cultures, incomes, ages, and abilities., , In place of fast-paced economy oriented development mentality, it is necessary to adopt the beauty of simplicity, spirituality, sincerity, and sustainability together with learning from the inherent WISDOM of nature and cities of the past, and infusing it with contemporary sensibilities. India, while moving towards urbanization is passing through a rare historic moment in aligning urban growth and development with political, economic, and social trends. What is required is to actively engage and draw Inspiration from actual social and physical conditions with an ethics of care, respect, and honesty. A city is like a healthy organisms, always growing and evolving and self adjusting according to new needs that arise. Such a city should have the following characteristics :, 1. Networks not boundaries, 2. Relationships and connections, 3. Interdependence, 4. Natural and social communities, 5. Transparency, 6. Permeability not walls, 7. Catalysts, armatures and frameworks, 8. Sustainability (rather than pollution abatement), 9. A strategy based on community Empowerment together with an effective decentralisation, devolution and deregulation of planning process, 10. A pro-poor, people-centered approach towards self-rule, self-reliance and self-build, 11. Local, low-cost and simple solutions based on a comprehensive understanding of the issues and processes., , As a tribute to India's 60 years of the Independence this Book is dedicated towards the goal of sustainable urban India.
