While traditional welfare efforts have waned a new style of social policy implementation has emerged dramatically in recent decades. The new style is reflected in a panoply of Community Economic Development ced initiatives-efforts led by locally-based organizations to develop housing jobs and business opportunities in low-income neighborhoods. In this book William H. Simon provides the first comprehensive examination of the evolution of Community Economic Development complete with an analysis of its operating premises and strategies. He describes the profusion of new institutional forms that have arisen from the movement amalgamations that cut across conventional distinctions-such as those between private and public-and that encompass the efforts of nonprofits cooperatives churches business corporations and public agencies. Combining local political mobilization with entrepreneurial initiative and electoral accountability with market competition this phenomenon has catalyzed new forms of property rights designed to motivate investment and civic participation while curbing the dangers of speculation and middle-class flight. With its examination of many localities and its appraisal of the strengths and weaknesses of the prevailing approach to Community Economic Development this book will be a valuable resource for local housing job and business development officials; community activists; and students of law business and social policy. unknown books

The Gaii Institutionum Juris Civilis Commentarii Quatuor or Institutes of Gaius was compiled around 161 CE. It is a deeply influential elementary textbook on Roman private law. Well-arranged and clearly written it was the standard textbook for the next 300 years. One of the five authorities accepted by Justinian it is the primary source of the Institutes. It was also the basis of the Breviarium Alaricianum or Lex Romana Visigothorum. Gaius c.115-180 was a teacher and writer who probably lived in Rome. The Tituli ex Corpore Ulpiani also known as the Epitome Ulpiani Regulae Ulpiani or Rules of Ulpian is a collection of legal rules attributed to Ulpian c.160-228 CE who is considered to be the last great classical Roman jurist. Many of the rules in this collection are similar to those in Gaius and it is fruitful to have both works in the same volume for the purposes of comparison and clarification. unknown books

Girault asks "what customs regime should control relations between a colony and the colonizing state on the one hand and foreign countries on the other" 3 He proposes two models: the first "jealous exclusion" of others from trade with the colony will likely result in dissension and warfare. The second which Girault attributes to "liberal imperial states" allows the foreigner to trade on the same basis as the colonizer and in the process prepares the colonized peoples for eventual freedom. France Girault maintains tried both in its long imperial history often at the same time. Originally published in the International Peace Economic and History Series of the Carnegie Endowment for International peace this book is notable for its textured historical analysis and its prescient identification of the seeds of colonial collapse. unknown books

His superb translation is noteworthy in part because it was published the year the Code was enacted. As such it has the advantage of being in a style of English that is an idiomatic contemporary to the original French. Many scholars believe that this is the finest translation of the Code. Indeed they have found it to be more accurate than the official Louisiana edition. The philological basis of his 393-page introduction had a profound influence on the subsequent development of classical British legal ethnography. Barrett's index which follows the style of English lawyer's common-place books and abridgments is a thorough guide to the Code. unknown books

New. $49.95 Spain has an extraordinarily rich legal history one that reflects Roman Gothic Arabic Papal Holy Roman and French influences. It is equally notable for its innovative and progressive nature. It was the first nation to produce a published commercial code. Aragon possessed and exercised a writ of habeas corpus during the medieval era. Medieval Spanish law witnessed the invention of democratic principles that would form the basis of the Republic of Iceland Magna Carta and the American Declaration of Independence. And as the first great colonial power Spain exported its legal ideas to the New World. This had a profound influence on the history of most Latin American nations and the Philippines. The study of Spanish and Spanish-influenced law has much to offer the student of legal history. Walton facilitates this study through lucid historical introductions notes and translations of rare source materials. unknown books

Domat's Civil Law is a great work that combines the materials of Roman and French law into a single system and places it on a foundation of ethical principles. "The Civil Law in its Natural Order considering the age and the circumstances in which it was written is a truly wonderful performance. His method is excellent and his matter clear exact and comprehensive. Pothier and other continental jurists have drawn largely upon him to assist their own labors" Marvin. Holdsworth says this edition is better than Wood's incomplete 1705 translation. "Strahan's translation.is a very much more considerable book both as a book on Roman law and by reason of the translator's notes as a book on comparative law.": Holdsworth History of English Law XII:428.
