Official report of Theodore Roosevelt's independent Commission appointed "at the request of both the operators and of the miners" in October 1902 to investigate the causes of the Great Anthracite Strike of that year. The Commission's report marked an important mileston in the history of American labor negotiations as this was the first instance of the Federal government acting as an independent arbitrator in a labor dispute. The results were varied but generally were considered favorable to the United Mine Workers whose members received a 10% pay increase and a reduction in working hours.
