Written by John Gregory Henry Walker and Orrin Bates the report takes the form of a diatribe against slavery slave-owners and the hypocrisy apparent in allowing the institution to continue. The reference to Kansas comes from the introduction of slavery in that territory. Settlers from Vermont were apparently being harassed and attacked by pro-slavery factions and the Vermont House of Representatives had asserted its rights to protect its citizens.
