On personal imprinted letterhead this United Carbon Company executive transmits this inscribed booklet to the "Lincoln Herald" book reviewer and long-time officer of the New York Civil War Round Table adding: "I appreciate your kind invitation to sit in on one of your Round Table meetings when I am in New York and shall certainly avail myself of such an opportunity." The Committee was established in 1937 to formulate and recommend highway engineering policies.It has developed A Policy on Geometric Design for Rural Highways in 1954 and a Policy on arterial Highways in Urban Areas in 1957 and related policies over the ensuing years. In response to requirements in the Omnibus Trade and Competitiveness Act of 1988 as amended A Task Force on Geometric Design was formed and published in 1993 Interim Selected Metric Values for Geometric Design. This new Policy supersedes the Interim Guide. A continuing effort was expected to keep the Policy up to date with future developments in geometric design.
