Good only though internal leaves remain fresh. This edition unlocated in OCLC as of January 2019. Quite a scarce and early popular edition of the October Manifesto and the only such to have been published under this title. The Manifesto was issued by Tsar Nicholas II in response to a wave of violence and worker strikes. The success of the Manifesto which offered the population the promise of basic civilian rights was shortlived.
