Per chi voglia conoscere più a fondo cos'erano in Italia i Centri Operativi di Comando e Controllo delle Forze Armate, sorti a seguito della Guerra Fredda fra la NATO e il Patto di Varsavia e quale fosse la loro funzione strategica in quel particolare contesto geopolitico, deve solo avere l'interesse e la pazienza di accostarsi a questo saggio. Con l'apporto di una documentazione sia cartacea che orale, Leonardo Malatesta dà un contributo, chiaro ed esaustivo, alla conoscenza soprattutto del 1° ROC del Monte Venda, gemello del 3° di Martina Franca che, alla soglia del 3° millennio, sono stati chiusi sia per le mutate esigenze operative, sia per il progresso tecnologico e il cui posto è stato preso dal Centro Operativo del Comando delle Forze Aeree di Poggio Renatico, divenuto così centro unico di Comando e Controllo dell'Aeronautica Militare.

Con l'inizio della Guerra Fredda e la successiva adesione dell'Italia alla Nato, il nostro Paese si trovò impegnato nella difesa dei confini nazionali nel nord est, la famosa soglia di Gorizia, e nel controllo del dispositivo aero-navale che copriva il fianco sud dell'Alleanza. Nel nuovo scenario geostrategico, oltre ad una dislocazione delle forze militari idonea a fronteggiare la minaccia, vennero creati sul territorio nazionale dei bunker segretissimi con i compiti di Comando - Controllo e Comunicazione. Il più importante fu West Star, la Stella d'Occidente, situato ad Affi, in provincia di Verona. Fu dal 1966 al 2007, il Centro strategico delle forze armate della Nato nel sud Europa e in caso di conflitto nucleare, i comandi dell'aeronautica, esercito e marina sia della Nato che italiani, avrebbero gestito da lì il controllo delle operazioni. In questo volume vengono descritte le principali strutture militari presenti sul nostro territorio con i relativi protocolli operativi, nel contesto storico degli eventi più rilevanti della Guerra Fredda: la nascita della Nato, l'adesione al Patto Atlantico dell'Italia e la nascita dei primi comandi militari della Nato in Italia, Afsouth a Bagnoli, vicino a Napoli, Landsouth a Verona e la Vataf a Vicenza.
