Richard Milhous Nixon January 9 1913 – April 22 1994 was the 37th president of the United States serving from 1969 until his resignation in 1974. A member of the Republican Party he previously served as the 36th vice president under President Dwight D. Eisenhower from 1953 to 1961 and also as a representative and senator from California. His presidency saw the reduction of U.S. involvement in the Vietnam War détente with the Soviet Union and China the Apollo 11 Moon landing and the establishment of the Environmental Protection Agency and Occupational Safety and Health Administration. Nixon's second term ended early when he became the only U.S. president to resign from office as a result of the Watergate scandal. This second annual report to the Congress and the Nation is more than a recital of events. It reviews the premises and philosophy of our foreign policy and discusses events in the context of purposes. He served until January 20 1977.</p><p>The first woman congress member from Brooklyn Edna F. Kelly 1906-1997 served ten terms as the Democratic Congresswoman from New York from 1949 to 1969. A member of the Democratic National Committee she served as a ranking member of the House Committee on Foreign Affairs and Chaired the Subcommittee on Europe. She was responsible for helping resettle refugees from Russia and Eastern Europe and people displaced following World War II. She served as Secretary of the House Democratic Caucus and before retiring in 1969 had helped to create the United States Arms Control and Disarmament Agency.</p> Washington, D.C., September 20, 1974.

In his brief letter Congressman Laird informs Spiro Agnew who was then Governor of Maryland that he is enclosing copies of his letter to Republican National Committee Chairman Ray Bliss which he is sending Agnew: "In light of the national publicity which followed my comments and those of other members of the Coordinating Committee during its last meeting". Copies of Laird's 3 page letter to Chairman Bliss are stapled to the letter to the future Vice President. Signed "Mel". Folded for mailing with Agnew's "Recieved" stamp on the verso. Very good together with a retained copy of Spiro Agnew's reply.</p><p>The American politician writer and statesman Melvin Robert Laird 1922-2016 served as a U.S. Congressman from Wisconsin from 1953-1969. He was subsequently appointed as Secretary of Defense by Richard Nixon in 1969. Laird was influential in withdrawing U.S. troops from Vietnam and coined the expression "Vietnamization".</p> Washington, D.C., January 2, 1968.

Nixon was sending forms to Bryan F. LaPlante Chief Washington Area Security Operations Atomic Energy Commission to obtain a "Q" clearance for Christian A. Herter Jr. who was to join Nixon's staff. Bears stamp of the U. S. Atomic Energy Commission in lower corner. Christian A. Herter Jr. 1919-2007 had served in the Massachusetts House of Representatives until his father Christian A. Herter Sr. was elected governor in 1953. Later that year he became an aide to Vice President Richard Nixon travelling to Asia with him. In the 1960s he joined Mobil Oil becoming Vice President in 1967. In 1970 then President Nixon appointed him deputy assistant secretary of state for environmental and population affairs. 1959884698Washington D.C. 1959. To columnist and television reporter of Meet the Press Lawrence E. Spivak on Vice Presidential stationery with a 5 page memo carbon unsigned describing his recent meeting with Fidel Castro. Nixon admires Castro's charisma and bravery here in this memorandum summarizing his discussion with the Cuban leader on April 19 1959. Nixon characterizes him as having" those indefinable qualities which make him a leader of men." But there was also much that disturbed him. Everything that Castro was doing from suspending elections to the executions of political opponents he justified as carrying out "the will of the people." Nixon says: "this almost slavish subservience to prevailing majority opinion - the voice of the mob - rather than his naive attitude toward Communism and his obvious lack of understanding of even the most elementary economic principles which concerned me most in evaluating what kind of a leader he might eventually turn out to be." In his conclusion Nixon says that because Castro has "the power to lead.we have no choice but at least to try to orient him in the right direction." In part: " The critics of welfare reform must face up to the fact that the division between blacks and whites is much worse than it was twenty years ago.
