18994405Paris: Edition Du Gaulois 1899. Oblong folio red pebbled cloth with large paste-down color pictorial illustration on front cover. About fine. With the appearance of a children's book the setting is a schoolroom with an abbot instructing a child. Actually it is a record of an 1899 campaign for a Boulangiste candidate in the Norman village where Gyp summered told in a childish narrative and 36 full page cartoonish drawings in color and black and white by "Bob". The Countess was a fanatical anti-Semite and anti-Dreyfusard who denounced populist democracry and the parliamentary French Republic in numerous sketches and novels. She identified Boulanger who vowed to save France in a time of crisis with Napoleon I whom she idolized. Georges Boulanger was a conservative French general and politician who threatened a coup d'etat and the establishment of a dictatorship advocating revenge on Germany and a return to the monarchy. According to the newspaper Le Temps Gyp harangued the peasants and fisherman of the peaceful coastal town bribed the children with candy and distributed posters insulting the government for which she was fined. Ce texte, véritable manifeste de la souveraineté des peuples dans lequel est développé le contrat social, la liberté de la presse, la séparation du spirituel et du temporel et aussi le régicide est une traduction de morceaux politiques que Milton écrivit lorsqu'il était secrétaire de Cromwell. Barbier attribue ce texte signé Mirabeau à Jean-Baptiste Salaville qui était son employé pour l'élaboration de ses discours.

It proposes a reorganization of financial administrative machinery the abolition of the Fermes a reduction in taxation upon salt with the object of increasing the total yield and a special tax upon tobacco farms. The Domaine the post and the Mint were to be further sources of revenue. Dr. 1760.</p><p>Very rare first edition in quarto of Mirabeau's chief work which led to the author's arrest at Vincennes. Assisted by François Quesnay Mirabeau's first book of his own after his conversion to Physiocracy offers an exposition of his economic ideas. On fiscal matters the Physiocrats famously pushed for their "single tax" l'impôt unique on landed property. The logic as laid out by Mirabeau seemed compelling. Any taxes levied throughout the economy will just passed from sector to sector until they fall upon the net product. As land is the only source of wealth then the burden of all taxes ultimately bears down on the landowner. So instead of levying a complicated collection of scattered taxes which are difficult to administer and can cause temporary distortions it is most efficient to just go to the root and tax land rents directly.
