La SCOA est créée au XIXe siècle par des commerçants français opérant en Afrique de l'Ouest. Son principal concurrent est la Compagnie française de l'Afrique occidentale (actuelle CFAO). Le 22 janvier 1921, le Tribunal des conflits rend à propos de la SCOA un arrêt devenu par la suite notable sous le nom d'arrêt « Bac d'Eloka » ou « Société commerciale de l'Ouest africain », par lequel il estime qu'un service entier de l'administration peut travailler dans les mêmes conditions qu'une entreprise privée, décision qui est à l'origine de la notion de service public industriel et commercial La SCOA a été dissoute en 1998

Important rapport et source fondamentale sur le sujet, soumis par le garde des Sceaux de la période Jules Dufaure, accompagné d'un appareil statistique très complet. C'est en tant que garde des Sceaux que J. Dufaure a contribué à la création du droit administratif français. Il avait été élu à l'Académie française en 1863.

Important poème en vers languedociens ni n'a rien de burlesque sinon le réalisme des descriptions. "Ce livre annonce le véritable tournant qu’est en train d’opérer le marché beaucairois aux yeux des contemporains. L’utilisation du terme même 'd’embarras' est, à ce sujet, révélatrice de la nouvelle physionomie que prend la Foire de Beaucaire. Elle est décrite comme un rassemblement de gens et de marchandises en tous genres, grouillant de vie, qui explique notamment son changement d’échelle. Rédigé 'en vers burlesques vulgaris', le livre en dresse un tableau pittoresque et dépeint un spectacle visuel et sonore qui symbolise le désordre intrinsèque de la ville de Beaucaire en période de foire" (Catalogue exposition 550e anniversaire de la foire de Beaucaire, Musée Auguste Jacquet 2014, p. 14-15).
