Il soumet un "Projet de décret" en 30 articles, suivi d'un "Projet de tarif des droits à percevoir sur les marchandises provenant du commerce français au-delà du Cap de Bonne-Espérance à compter du 1er juillet 1790", ventilé par catégorie de produits et par provenance. Ce projet souleva de vives critiques, comme contraire à la liberté commerciale. (Goldsmith's, 14177). Très bon exemplaire, très frais.

Accusé par son adversaire de défendre à la Chambre des intérêts privés, il rappelle les conditions dans lesquelles la compagnie a été acquise et défend un bilan qui respecte le cahier des charges signé avec l'Etat. Pour ce qui concerne la marine marchande, il s'oppose au droit de tonnage.
