Cette supercherie a été fomentée par Isabelle et Patrick Waldberg (à qui revient l'invention du titre), Robert Lebel et Charles Duits. Au début, "Da Costa" fut une sorte de potacherie réunissant d'anciens membres de la revue "Acéphale" comme Georges Ambrosino, Jacques Chavy et René Chenon, puis des proches comme Jacques Brunius, Jean Ferry, Mesens ou encore Marcel Duchamp à qui on rend un hommage appuyé en faisant commencer le Da Costa Encyclopédique aux lettres ECH avec la fin de la notice "échec". A mesure que le projet prit corps, quelques retardataires envoyèrent leurs textes dont André Breton et Georges Bataille. Annoncé dans certaines librairies germanopratines, le "Da Costa Encyclopédique (fascicule VII, volume II)" vit le jour en automne 1947, imprimé par les soins de Max-Pol Fouchet sous l'égide de la revue "Fontaine". On y trouve en double page centrale le modèle type du "permis de vivre" que chaque citoyen se doit de renouveler une fois l'an pour avoir droit à l’existence...
