Scrive Polignone: 'i sintomi negativi gia' cominciano a farsi sentire. Il fenomeno s'e' acutizzato anche sui marciapiedi cittadini [...]. A Milano, epicentro del libertinaggio nordico, e dove le passeggiatrici nel giro di qualche mese sono raddoppiate, le strade rigurgitano di peripatetiche che 'battono' indisturbate'. Nella seconda parte dell'opera sono analizzati l'iter parlamentare della legge, la relazione Tozzi-Condivi, e le esperienze di altri stati europei, come la Francia, paese nel quale, su impulso dell'attivista ex prostituta Marthe Richard, gia' nel 1946 erano state chiuse la case di tolleranza.
