Nella seconda parte dell'opera sono analizzati l'iter parlamentare della legge, la relazione Tozzi-Condivi, e le esperienze di altri stati europei, come la Francia, paese nel quale, su impulso dell'attivista ex prostituta Marthe Richard, gia' nel 1946 erano state chiuse la case di tolleranza.
