Always pro-Union, Alan Nevins describes this only as "An early example of Southern-style prison propaganda; basically a diatribe against Union officers and Negro guards." - Civil War Books I-190. John J. Dunkle of the 25th Virginia Infantry, this bitter invective. Included in his story is this commentary on the character of the guard unit: "Our guard consisted of one hundred Ohio Militia, commanded by two lieutenants. They are just as mean and ruthless as Yankees generally were, exhibiting all that villainy and cowardice so peculiar to Yankee soldiers, especially militia, who had never been in the front of battle. They offered many indignant insults to our honor and cause. Most of them were Ohio fops." I don't think that it has been previously commented upon that this publisher is usually identified with books that appealed to German-Americans, especially Mennonites. It would be very interesting to research John Dunkle's background. Was he one of the battling Mennonites? Along with this goes two nice articles about the 600 Confederate Officers 'Imprisoned Under Fire' in reach of Confederate guns, on Morris Island, South Carolina by Federal Major General John G. Foster. The Immortal Six Hundred were to serve as human shields in front of the Union Batteries at the siege of Charleston. The committee was under the chairmanship of Samuel Hoare junior, and the report advocated improvements to the prison regime - more employment, better food and clothing, more space, greater cleanliness etc. The juvenile crime rate had increased greatly and much of the report deals with the treatment of young offenders.

John Howard (1726-1790) was a philanthropist and the first English prison reformer. 'His detailed proposals for improvements were designed to enhance the physical and mental health of the prisoners and the security and order of the prison. His recommendations pertaining to such matters as the prison location, plan and furnishings, the provision of adequate water supply, and prisoner's diet promoted hygiene and physical health.' In 1777, Howard's sister died, leaving him L15,000 and her house. He used this inheritance and the revenue from the sale of her house to further his work on prisons. By 1784, Howard calculated that he had travelled over 42,000 miles visiting prisons. His crusade and personal example greatly influenced reformers in the U.K. and the U.S. Evans 26543. PALIB 6
