Text: "I am directed by the General Board of Directors of Prisons to call your attention to the 53rd Section of the Scotch Prisons Act of 3 & 3 Vict. C42 and to request that you will have the goodness to ascertain and inform me whether and if so on what terms and in what mode the Commissioners for the isseu of Exchequer Bills in aid of public works will make an advance of £10000 to the General Board for the purpose of building local Prisons on security of the assessment for the year 1840 imposed under Section 36 of the Act for that purpose and of the like sum of £10000 to the Courts Boards in such proportions as may hereafter - word partly detached determined for the purpose of defraying the current Expenses of local Prisons on Security of the assessments to be imposed on the several Counties under Section 38 - In case such Loans should be entered into it is probable that half the amount of each would be required in the middle of June next and the other half towards the end of the year. Your early attention to this matter will be very obliging as the General Board desut=re to give information on the Subject to the County Boards in 10 or 12 days from this date ." Dustjacket. 256pp. Minor bumping to the spine ends a little superficial wear to extremities strong and handsome with a few areas of discolouration to the bright red cloth in a clean solid dustjacket lightly sunned and spotted to the spine and with some soiling of the white areas and shallow marginal wear. A very good copy. Internally clean although there is some acid reaction or offsetting to the pastedowns and flyleaves toning to page edges. Six illustrative photographs. A rather fascinating early work on conditions for prisoners in US carcerial institutions Fishman pioneered what was referred to as "Deprivation Theory" citing lack of access to heterosexual relationships as a major cause of unrest and friction amongst inmates he was an early suggestor of conjugal visits and a reduction in overcrowding:<br /> "Why is there such a wall of silence encircling the subject of Sex in Prison We are living in a frank and realistic age yet the subject of sex in prison - so provocative so vital so timely in view of the recent epidemic of prison riots - is shrouded in dread silence."<br /> Fishman's researches despite encompassing a number of theories that we know today definitively contribute to unrest and violence amongst prison populations weren't favourably received until the 1960's when a new generation of reformers took sections of his research and advanced them into a more modern understanding of what happens to incarcerated peoples and why the concept of "punishment" is essentially useless without a conceptual pathway towards rehabilitation and a time "after punishment." "It having been suggested, that a short account of the commencement, progress, and success of the measures adopted for the Reformation of Female Prisoners, would be useful, not only for the information of those who are disposed to aid and support, but also for the encouragement of those who are willing personally to labour in this deeply interesting and necessary work ; the Committee of the Ladies' British Society, established for the reformation of Female Prisoners, deem it incumbent upon them to make public the following statement : — In the year 1813, in consequence of the representations of several individuals of the Society of Friends, Mrs. Joseph Fry first visited the Prison of Newgate. In two wards and two cells, comprising about 190 superficial square yards, 300 females were at that time confined — those who had not been tried, and who are, therefore, by our laws presumed innocent, — those who had been convicted, whatever might have been the magnitude of their offence, (even though they had received sentence of death,) were associated together without distinction or classification ; and saw their friends, took charge of their children, cooked, washed, ate, drank, and slept within this limited space. It is not possible, neither would it be desirable, accurately to represent the consequences which ensued ; the atmosphere of the rooms, the ferocious manners and expressions of the women toward each other, and the abandoned conduct of all around, were wholly indescribable. The Governor himself felt it necessary to request Mrs. Fry to leave her watch before she entered amongst these wretched beings, observing, that even his presence would not prevent its being violently torn from her.
