Privée par les lois d'exception (1820) de tout espoir d'accéder au pouvoir par les élections, l'opposition n'avait plus d'autre recours que de se tourner vers l'action insurrectionnelle. Libéraux parlementaires (La Fayette, d'Argenson, Manuel, Dupont de l'Eure, etc.), sociétés secrètes néo-babouvistes (l'Union de Joseph Rey), républicains (loge des Amis de la Vérité) et bonapartistes, se réunirent au "Bazar français" et s'organisèrent pour lancer une action commune. L'insurrection, qui devait éclater le 19 août 1820, fut prévenue et une série de procès fut intentée aux conjurés. Cette publication reproduit l'acte d'accusation dressé par le procureur général.
