He asks him to accept a copy of the Tauchnitz edition of his 'Iron Mask' 'the only one I happen to have by me'. He continues: 'As you are kind enough to express an interest in work of mine I may say that I expect to be in the West of Ireland next month in the interests of the Daily Chronicle - if you ever happen to see that paper - for which I am to write a special series of letters describing the present condition of that district.' According to his entry in the Oxford DNB 'Denison spent his business career in his father's bank Denison Heywood and Kennard of Lombard Street becoming senior partner upon his father's death. The bank which dealt in both domestic and foreign loans prospered exceedingly under his direction and Denison was probably among the eight or ten wealthiest British businessmen at the time of his death' P[all]. Light toning to edges and margins. 1" closed tear at bottom of crease. <br /> This is a report read at a New York State conference on penal reform in 1902. It was prepared and presented by committe chariman and progressive reformer Eugene Ambrose Philbin cowritten by 8 other noted activist leaders including Josephine Shaw Lowell and William Church Osborn. The report admonishes the presence of politics and profiteering in the administration of prisons and charitable organizations the first seeds of corruption that have now blossomed into America's billion dollar prison industrial complex. The pamphlet reads today as an early warning and somewhat naive call to action concluding with the hope that if earnest workers were to make a "black-list which would contain the names of all politicians who sought to use the alms of the poor for their person profit it would take but a short while to be assured of freedom from such interference." Alas Mr. Philbin there was not enough paper in the world. unknown

This hearing docussed on compassionate access to experimentatl drugs. Science dictated a gradual process of information gathering that often took 12 to 15 years from inception to product approval. Part of the process is to move to clinical trials for which formulations are labeled as investigational new drugs and preliminary safety data is obtained and a protocol designed before the clinical trials can move forward. The issue before the Congress was whether patients not part of the trial could otherwise be provided with the experimental drug what might save or extend their lives.
