Serial No. 109-167 Drowning in a Sea of Faux Secrets: Policies on Handling of Classified and Sensitive Information is a March 14 2006 congressional hearing by the House Subcommittee on National Security Emerging Threats and International Relations. It investigated how excessive secrecy and "fake" secrets hinder national security arguing for a shift from "need to know" to "need to share". The hearing examined how over-classification and the proliferation of "sensitive but unclassified" labels created a "sea of faux secrets" that obscured critical information. While excessive secrecy was considered useful during the Cold War it was seen as harmful in the context of modern terrorism as it hides information that if linked could stop attacks. The hearing addressed reports of a secret program to reclassify previously declassified documents. The hearing was chaired by Rep.
