The book translated by Ali Suad, (Ottoman voyager, Najd Mutasarrif, and author), (1869-1933), including municipality methods according to the papers of the Third International Congress of City Planning held in Paris in 1925. "3rd UIV Congress takes place in Paris addressing systems of municipal government in various countries, land use policy of local authorities and its influence on the problem of housing, and large agglomerations. Congress receives a major report from Mr. G. Montagu Harris, then of the Ministry of Health in London, and who in the future will play a major role in IULA's life. Reports on the other subjects are made by Mr. Droogleever Fortuyn, who later will be Mayor of Rotterdam, and by Mr. Sellier, Mayor of Suresnes and Secretary-General of the Union des Villes et Communes de France. Over 720 delegates attend the congress and it is decided to attempt to rekindle links with the German union. ". (Source: Movimiento Municipal Internacional). Ali Suad, who was a constitutional intelligent and had his own style, writings, and poems, described the Ottoman Arab land between 1909-1912 as well. His voyages into Arabia includes two parts. The first one is 'Toward Najid' which was published in 'Tanin' newspaper as a 36 pieces-serialized. The second one is again published in the same newspaper, after that this travel note was published as a book. He was appointed as the 'mutasarrif' (a sort of local governor) of Najid, one of the most remote places of the Ottoman Empire, in 1909 by the governor of Basra, Süleyman Nazif. TBTK 13220. His works, published in Arabic, include books on intellectual trends in Syria and Lebanon; the Syrian and Lebanese labour movements; anti-fascism in Syria and Lebanon; the agrarian question in Syria and Lebanon; and obstacles to the transition to capitalism. The unity of the old urban fabric in the city of Izmir, having thousands of historical and cultural heritage, is rapidly impaired while the "city identity" is changing. Cultural assets such as forts, bastions, walls, public baths, tombs and inscriptions, bridges, aqueducts, houses, mansions, mosques, fountains and cemeteries are all, our shared memories which are worth-appreciating. Basmane and its neighborhood are famous for having intense cultural assets where historical, architectural and archaeological values are treated with great care. The number of the abondoned, moved, burned and ruined characteristics of the city, caused by the misuse or other countable reasons, are increasing day by day. Due to the unauthorized interventions by the non-experts, they are also cut off from the city's historical identity. In my book 'A Souvenir from Izmir' I intended to draw attention of the relevant institutions and organizations to the importance of the cultural assets in this region, to call the authorities for taking the necessary action for the unregistered artifacts and to help researchers in easily finding their places by giving the exact addresses of these artifacts. Because I am conscious of the fact that protecting and preserving the cultural assets is the most meaningful gift that could be left to the next generations. The urban history of Istanbul holds several important breaking points. Tanpinar, for example, makes the following assessment on the rupture that took place at the turn of the 20th century: "In the fifteen years between 1908 and 1923, [the city] has completely lost its former identity. The reforms instigated by the Constitutional Monarchy, three big wars, a series of fires of various magnitudes, financial crises, the dissolution of an empire, and, finally in 1923, the adoption of a civilization at the verge of which we stood scratching our heads for a century, have completely eradicated her former identity." This radical change was followed by the onset of rural to urban migration. Today, Istanbul is in a process of transformation in which she battles her own historic identity. Istanbul Research Institute is carefully following this process. The Institute maintains its focus on Istanbul's urban identity through a series of exhibitions, conferences, and books. The latest issue of Annual of Istanbul Studies thus includes exhaustive works on the historic identity of the city.

The urban transformation project remains on the agenda, creating new debates every day. Istanbul's urban identity is at the center of these debates. As the clash between old and new takes on political significance, the fundamental problem finds expression in the cultural sphere. The crux of the matter is whether to keep intact Istanbul's identity as a historical city or to transform it into a synthetic identity that some claim includes the old. The truth is, no matter how complex the problem, we lack the knowledge about Istanbul as a historical city. This lack in turn causes lack of awareness. And an awareness configured in this way chooses not construction but destruction, which is the easier route under all circumstances. Annual of Istanbul Studies issues its third volume for the world of science and culture. This volume includes research papers that present us a strong point of view focusing on Istanbul's identity as a historical city. How will the Istanbul of the near future look? Have we developed the criteria for assessing and evaluating this urban landscape? These questions of vital importance will no doubt be addressed in our volumes to come. We would like to take this opportunity to emphasize that we will be happy to receive suggestions and contributions from scholars and intellectuals.
