He immigrated to Palestine in 1939, joined the Palmah, and participated in the Israeli War of Independence. He earned his B. A. And M. A. At the University of Cardiff, Wales, and his Ph. D, at the Hebrew University of Jerusalem. He has been a member of kibbutz Shuval since 1952. From 1962, he taught at the Institute of Contemporary Jewry at the Hebrew University of Jerusalem, where he became professor of Holocaust Studies in 1973. Since 1983 he has also served as the academic chairman of the International Center for the Study of Anti-Semitism, at the Hebrew University. In 1986 Bauer became the editor-in-chief of the journal Holocaust and Genocide Studies. He is a member of the Scientific Committee of Yad Vashem. He also served on the editorial boards of Yad Vashem Studies and Yalkut Moreshet, on the curatorium of Bet Lohamei ha-Getta'ot museum, and on the Holocaust Commission of the Memorial Foundation for Jewish Culture.
