4039Ben-Gurion emphasizes the importance of talented labor in Palestine. He was in Berlin trying to secure a visa into Poland. In the mid-1920s a large number of Polish Jews immigrated to Palestine due to the political and economic crises in Poland the Johnson-Lodge Immigration Act passed by the U.S. Congress which curtailed mass immigration to America. If Ben-Gurion was trying to enter Poland the country of his birth to promote immigration to Palestine he was not successful. He begins this letter telling his friends that "he is unable to get a visa to go to Poland and must return to Aretz." The letter deals with Ben-Gurion's strategy to promote immigration to Palestine and to create "a firm bond between the Histadrut and the Hehalutz."

Ben-Gurion says that upon his return to Aretz his first concern will be "to increase the Aliya of Halutzim pioneering aliya creating a firm bond between the Histadrut and the Hehalutz and making the central role of our movement abroad the development of Hehalutz." He continues "At the moment I see two Histadruts which contain within the creative forces of our movement: the Workers Histadrut in Aretz and the Hehalutz Histadrut abroad. The strength value talent greatness influence and success of one is tied to the other. The fates of both are intertwined." He then asks his friends to "prepare the Hehalutz for its great destiny" a job he notes as being a great responsibility and hard work. He assures them that the "Histadrut will help as much as it can." The letter is signed "D. Ben-Gurion." Israel's General Federation of Labor the Histadrut was an organization of trade unions established in 1920 during the British Mandate for Palestine. It was founded by Ben-Gurion and others to look out for the interest of Jewish workers and designed to "form a tightly controlled autonomous Jewish economic state within the Palestine economy. It functioned as much more than a traditional labor union providing. social services and security setting up training centers helping absorb new immigrants. teaching them Hebrew. "jewishvirtuallibrary section on British Palestine Mandate. As the goal at the time was to increase the number of Jews going to settle in Palestine a strong bond needed to be secured between the Histadrut and those in the Hehulutz who were helping in countries abroad to teach train and compel Jews to immigrate to Palestine. The job of the Hehalutz which was primarily a youth movement an umbrella of the Zionist Youth Movement was to bring Jews to Israel training them for pioneer life in skilled trades. As early at 1924 Ben-Gurion was trying to get more skilled immigrants to Israel. He felt that the only way was to get the Hehalutz to work hand in hand with the trade unions and to promote all that they were doing for workers in Palestine. Ben-Gurion in this letter is emphasizing his desire to see that the two the pioneers in Palestine and those abroad who were to help train skilled workers and promote the Histadrut work together to form a state that could be independent. Ben-Gurion a major Zionist leader led the Jewish community in Palestine on its struggle for an independent Jewish state. unknown books

That's because I have admired all these years the work you've done for the Midrasha.

However your actions following our conversation when we both agreed after a long discussion that you won't be leaving the school's management right now but only at the end of this year and meanwhile you'll assist the new person that will be assigned here to prepare the new education program for the Midrasha – initial university studies. You will then take two years off as education leave and afterwards will retrieve the management of the Midrasha.

I wouldn't have believed anyone that you are capable and ready to do this an action that in my opinion may bring the destruction of the Midrasha in Sde-Boker.

But I have had meetings. Several female students that have recently graduated the teacher seminar in the Midrasha and now became fresh teachers all over the country came to me to voice support for your claims. I heard these claims with a great sorrow not because I didn't like it since I'm capable of hearing claims I dislike. I was upset because those claims came from you.

You invited me to Even-Ari in Avdat and I enjoyed your invitation since I heard interesting things about the feasibility of fertilizing the desert without Yarden Yarkon and not through desalination of sea water. You summoned him to prosecute the Negev Committee.

Although I honor your activities in the Midrasha and I do not have an authority to intervene in its management as a citizen I feel an obligation to do so since this enterprise that you managed to raise to such a level might be sacrificed in your war against the Negev Committee.

During the last meeting I spoke to you and you came up with three new demands claiming that if they are accepted by the Committee you'll agree to leave for studies at the end of the year.

At the meeting I did not want to acquiesce to these propositions but I could not understand how you came up with them and how it goes along with what should be done with the head of the Teachers' Union and with Mr. Klausner.

I do not know if there is any value in my writing to you nor do I think that my sorrow will change your mind. However as one who cherishes and admires your work in the development of the Midrasha for more than five years I feel an obligation not only towards the Midrasha but also to you to tell what lies on my heart.

Please do not bring the destruction of the Midrasha!

With respect and deep sorrow

D. Ben Gurion

Historic Background

Following David Ben-Gurion's vision to build a university in the Negev desert the construction of Midreshet-Ben Gurion began in 1963. The Midrasha was founded as a governmental corporation which owned the campus and ran all municipal affairs. The Negev Committee headed by Ya'akov Ya'akovson operated as the board of directors.

In 1964 the Negev Committee assigned lieutenant-colonel Avraham Zvion to become the principal of the Midrasha. With heart and soul Zvion built a vigorous community reaching over 1000 members. He started several different specialized schools i.e. high-school teacher seminars and recruited excellent teachers to join and promote the enterprise. Despite his unquestionable achievements Zvion's character was harsh and he did not take well to critics. After a dispute the Negev Committee decided to let him go. Zvion recruited the head of Teachers' Union and a member of the parliament Shalom Levin to sue the Negev Committee utilizing the services of the attorney Klausner. Zvion also had dozens of fresh teachers recently graduating the Midrasha teacher seminar on his side.

While approached by several of Zvion's supporters and feeling great appreciation for his achievements Ben-Gurion was greatly upset that Zvion's actions against the Committee might destroy the Midrasha. Zvion left the Midrasha in 1970.

Michael Even-Ari mentioned in the letter is a famous botanist. In 1959 he founded a research farm at the ruins of Avdat an ancient Nabatean city. His work explaining how the Nabataean culture was able to supply thousands of inhabitants in a similar arid climate with early runoff rainwater management was crucial for modern Israeli agriculture.
books

11358The first prime minister of Israel and its leading personality during the first 15 years of the Jewish state. Typed Letter Signed 1 page Letter is written while Ben - Gurion is head of The Jewish Agency and written 4 days after the "Biltmore Conference". The Biltmore Conference was called was held from May 6 to May 11 1942 in the Biltmore Hotel in New York City. Ben-Gurion helped secure the adoption of the Biltmore Program which called for fulfillment of the Balfour Declaration and urged the establishment of Palestine as a Jewish commonwealth. This conference was called at the initiative of Ben-Gurion who had come to solicit the support of American Jews. Ben-Gurion was determined to seek a resolution that Jewish immigration to Palestine and the establishment of a Jewish state would proceed despite British opposition. Weizmann who objected to the idea of severing ties with Britain was outflanked at the conference. The Biltmore Program adopted at the conference and approved by the Zionist General Council in November 1942 called for unlimited Jewish immigration to Palestine and control of immigration by the Jewish commonwealth. TLS dated May 19 1942 5 x 8" on The Winthrop letterhead. Ben-Gurion writes "Thank you so much for your message of sympathy. With kind regards " Signed "D. Ben - Gurion". The Biltmore Conference was a turning point in the creation of Israel as it marked the turning away from British policies toward America as a main ally and it demanded unrestricted Jewish immigration to Palestine and that Palestine should serve as a Jewish State. unknown books
